Not in all cases, if you want to learn to hack cc's start looking into penetration testing, OWASP, XSS , SQLi etc...  once you get that info digested and tested it out on some virtual machines, then you can go hunting for eshops, I guess there are google dorks for finding sites that may be susceptible to said attacks
