how possible to use that account in safty way?

like buy itemes?
in witch way?

transfer for Bitcoin and then transfer in bank account??

well, I have not much experience in that what you say, but It sounds like very difficult to convert that money to bitcoins for you.
Most are not going to accept paypal payments without further ID verification. Also i think you are talking about hacked paypal accounts. The hacked owner could just revert everything with charge backs or simply contacting paypal for being hacked.

I think the only benefit you can get it buying digital goods that are immediately delivered. But those have most of the time low amount so i think not worth it.
