Where to find the cheapest Microsoft licenses and how to buy them

Hello,

It seems that the cheapest Microsoft licenses ("Office 365 Business" for example) are available in India and Russia.
However, it is difficult to buy licenses when you are not located in those countries. You must provide a local payment method and a local phone number (for phone verification). Does anyone know how to bypass this, to successfully buy a license in India or Russia from abroad?
